Spring — typically late April through June — is the most popular time to mulch in Central Massachusetts. You want the ground to warm up a bit before laying mulch so it doesn't trap cold and delay plant growth. Fall mulching after the first frost is also beneficial for winter root insulation. Avoid mulching too late in fall when the ground is nearly frozen.
Not always — it depends on how thick the existing mulch is. If your beds already have 3+ inches of old mulch, adding more on top can get too deep and suffocate plant roots.
